A significant milestone has been reached with all service users now able to access the new service arrangements. This provides a choice of respite care options for the people who had been using the service at Orchard View. This means Orchard View is no longer being used.
To achieve this, a group drawn from the three Local Authority Social Care services and the three Primary Care Trusts has worked on individual service user and carer assessments, the design and commissioning of a bespoke brokerage/coordinator service and a banding protocol, It has agreed individual allocations and placements, transport requirements and provision and managing the transition to new services as agreed with individual service users and carers. Having completed all of the assessments, the panel has banded all of the service users according to their level of need. Capacity has been established with a number of providers and commissioning discussions are underway. A new day care service has been commissioned as a 3 month pilot at Uphill Grange, Uphill, North Somerset.
A number of other service users have transferred their day care to Paul’s Place. Work continues on a model for brokerage. The coordinator post will focus on service user involvement to ensure the service users are confident that they will receive the necessary support and assistance in to the future that also promotes independence and choice.
As at 23 September, there were 73 service users who have used Orchard View and continue to need placements. Of these, ten are due placements in 2010 having used all their respite care weeks in 2009.
The Involving People Group for service users, carers and staff have facilitated carer and service user support and involvement, advised the Implementation Board, managed the Newsletter and the drop in sessions at Orchard View for service users and carers. Guidelines for needs banding, transport, friendship groups, an appeals process, choice and the terms to be attached to the sale of the site have all been agreed through the group.
A group made up of representatives from North Bristol NHS Trust, Nan Kirsen (local councillor), a Strategic Health Authority representative and chaired by Chris Born, has identified the mandatory process for the disposal of an NHS site and agreed the conditions to be applied to the sale of the Orchard View site. It has also identified the process for testing the market and attracting potential developers. The terms to be attached to the sale have been agreed by which the site will be offered for sale through two routes from 2 October :
Site sale with conditions, targeted marketing to possible care providers
Site sale without conditions to the general market.
The group are also overseeing the closure plan for Orchard View as a building.
Regular staff meetings were held to ensure the staff remain involved and informed. The Primary Care Trusts have worked in partnership with North Bristol NHS Trust to ensure redeployment opportunities are maximised across the three PCT areas. Trial work placements were arranged and redeployment has largely been completed.
We wish the service users and their carers well with the new placements. We will soon be working on the placements for next year. We also welcome Orchard View staff to the PCT and wish them and all the staff well for their future.
