Our Operational Plan for 2011/2012 sets out how we aim to achieve key national and local objectives relating to health and wellbeing. This year we will begin to see the implementation of the reforms proposed through Equity and Excellence: Liberating the NHS and the Health & Social Care Bill 2011.  The key aspects for delivering the Operational Plan within this context are quality, resources and reform.  The role of the PCT during this period of change is to: 

·         Maintain the focus in the local health community on the continued improvement in health and health care;

·         Support staff through this period of transition;

·         Deliver current operational and financial performance requirements as the basis for sustainable local health systems for the future.

 

These will be progressed by focussing on the following: 

·         Achieving the principal objectives, key priorities and delivery plans outlined in the Operational Plan;

·         Delivering improvements in quality and productivity within the resources available;

·         Supporting the creation of the new GP Consortium;

·         Supporting the move to new PCT cluster arrangements;

·         Ensuring the local solutions agreed for the Transforming Community Services programme take place within schedule;

·         Transferring responsibilities for Public Health to North Somerset Council;

·         Enabling staff to take up the opportunities available to support future commissioning arrangements for the provision of Community Services;

·         Establishing a clear framework for Human Resources, supporting staff and maintaining engagement and communications with staff and Trade Unions.

 

We have established a track record of sustained delivery of national and local objectives and strong financial management over the last few years.  This has been possible with strong engagement with clinicians and stakeholders and by developing a supportive, yet performance focussed organisation.

 

We remain ideally placed to ensure we continue to deliver on the priorities that matter most to our patients and public; to work in partnership with others, to improve health through prevention, remain focussed on quality, innovation and productivity, to ensure we commission the most effective and efficient services we can and to support the transition to new organisational arrangements.
